Emerging themes and Priorities

The first stage of the consultation and analysis work is reaching its conclusion. Information has been cascaded out through local networks across the South Pennines and a series of workshops have been held in Todmorden, Keighley, Holmfirth, Uppermill and Littleborough. A considerable number of meetings and discussions have been held with individuals and groups who have expressed an interest in the programme, covering both the statutory and the community/voluntary sector. This work will be ongoing until the bid nears completion (and beyond of course!) but at this stage it is possible to see some clarity in emerging themes and priorities.

Many groups and individuals have simply expressed ideas for areas of work that a successful Leader programme could pursue. Other groups have gone further and identified specific projects that they hope might secure funding under a Leader programme. At this stage they have been encouraged to do so merely for information as examples of the types of project that might be bidding for funding should Pennine Prospects be successful in securing a Leader programme for the South Pennines. All such projects would have to be processed through the project appraisal process that will be adopted by the Local Action Group once it has been set up and becomes operational. It will be the decision of the Local Action Group in accordance with this process and within obvious budget constraints whether any of these projects are included within the programme should the bid be successful.

The consultation process has greatly assisted the process of defining themes and priorities as there were some very clear and repeated messages from across the area on potential areas of work for the Leader programme. The next stage will be to produce a draft document which can then be reconsulted upon and endorsed by those who have expressed an interest in the Leader programme. It is hoped that the draft document will be available before the end of June to enable sufficient time for comment and revision before the bid is submitted by 31st July.
